Axel Lin 25b48ee491 regulator: axp20x: Fix axp20x_set_ramp_delay

Current code set incorrect bits when set ramp_delay for AXP20X_DCDC2,
fix it.

In order to build the documentation, use ``make htmldocs`` or

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
