Björn Töpel 291471dd15 libbpf, xsk: Add libbpf_smp_store_release libbpf_smp_load_acquire
Now that the AF_XDP rings have load-acquire/store-release semantics,
move libbpf to that as well.

The library-internal libbpf_smp_{load_acquire,store_release} are only
valid for 32-bit words on ARM64.

Also, remove the barriers that are no longer in use.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
