Martin KaFai Lau 3411c5b6f8 selftests/bpf: Check -EBUSY for the recurred bpf_setsockopt(TCP_CONGESTION)
This patch changes the bpf_dctcp test to ensure the recurred
bpf_setsockopt(TCP_CONGESTION) returns -EBUSY.
