Yang Jihong 36019dff30 perf kwork top: Add BPF-based statistics on softirq event support
Use BPF to collect statistics on softirq events based on perf BPF skeletons.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

several of them using the Restructured Text markup notation.
