CONFIG_VFIO_AMBA has a light use of AMBA, adding some inline fallbacks when AMBA is disabled will allow it to be compiled under COMPILE_TEST and make VFIO easier to maintain. Please read the Documentation/process/changes.rst file, as it contains the requirements for building and running the kernel, and information about the problems which may result by upgrading your kernel.
