Zhengchao Shao 417f2d2edf net: liquidio: release resources when liquidio driver open failed

When liquidio driver open failed, it doesn't release resources. Compile
tested only.

several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
