Kan Liang 425fe99771 perf/x86/intel: Fix pebs event constraints for SPR
commit 0916886bb978e7eae1ca3955ba07f51c020da20c upstream.

According to the latest event list, update the MEM_INST_RETIRED events
which support the DataLA facility for SPR.
