posix-timers: Make signal printks conditional
A recent commit added extra printks for CPU/RT limits. This can result in excessive spam in dmesg. Make the printks conditional on print_fatal_signals. These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
