Similar to what we do when we remove a PCI function, set the QEDF_UNLOADING flag to prevent any requests from being queued while a vport is being deleted. This prevents any requests from getting stuck in limbo when the vport is unloaded or deleted. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
