Two cleanups for ext4_mb_new_blocks_simple:
Remove unused parameter handle of ext4_mb_new_blocks_simple.
Move ext4_mb_new_blocks_simple definition before ext4_mb_new_blocks to
remove unnecessary forward declaration of ext4_mb_new_blocks_simple.
