Jani Nikula 5706d02871 drm/i915/dsc: fix DSS CTL register usage for ICL DSI transcoders
Use the correct DSS CTL registers for ICL DSI transcoders.

As a side effect, this also brings back the sanity check for trying to
use pipe DSC registers on pipe A on ICL.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

several of them using the Restructured Text markup notation.
