Arnaldo Carvalho de Melo 263e452eff tools headers UAPI: Update process_madvise affected files

To pick the changes from:

  ecb8ac8b1f146915 ("mm/madvise: introduce process_madvise() syscall: an external memory hinting API")

That addresses these perf build warning:
