Hou Tao 62752b6732 bpf: Re-enable unit_size checking for global per-cpu allocator

With pcpu_alloc_size() in place, check whether or not the size of
the dynamic per-cpu area is matched with unit_size.

several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
