EDAC: Make dev_attr_sdram_scrub_rate static
The dev_attr_sdram_scrub_rate is not declared in a header or used anywhere else, so make it static to fix the following warning: drivers/edac/edac_mc_sysfs.c:816:1: warning: symbol 'dev_attr_sdram_scrub_rate' was not declared. Should it be static? These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``. There are various text files in the Documentation/ subdirectory, several of them using the Restructured Text markup notation. See Documentation/00-INDEX for a list of what is contained in each file.
