Kuniyuki Iwashima 6a341729fb af_packet: Don't send zero-byte data in packet_sendmsg_spkt().
syzkaller reported a warning below [0].

We can reproduce it by sending 0-byte data from the (AF_PACKET,
SOCK_PACKET) socket via some devices whose dev->hard_header_len
is 0.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
