GTP RX packet path lookups pdp context with TID. If duplicate TID pdp
contexts are existing in the list, it couldn't select correct pdp context.
So, TID value should be unique.

contexts are existing in the list, it couldn't select correct pdp context.
So, ms_addr value should be unique.
