Weizhao Ouyang 6644c654ea ftrace: Cleanup ftrace_dyn_arch_init() ...

Most of ARCHs use empty ftrace_dyn_arch_init(), introduce a weak common
ftrace_dyn_arch_init() to cleanup them.
