Jakub Kicinski 78f33b3eb6 net: vlan: avoid leaks on register_vlan_dev() failures

VLAN checks for NETREG_UNINITIALIZED to distinguish between
registration failure and unregistration in progress.

Since commit cb626bf566eb ("net-sysfs: Fix reference count leak")
registration failure may, however, result in NETREG_UNREGISTERED
as well as NETREG_UNINITIALIZED.

This fix is similer to cebb69754f37 ("rtnetlink: Fix
memory(net_device) leak when ->newlink fails")

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
See Documentation/00-INDEX for a list of what is contained in each file.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
