Pull scheduler updates from Ingo Molnar:
 "The main changes in this cycle were:

   - another round of rq-clock handling debugging, robustization and
     fixes

   - PELT accounting improvements

   - CPU hotplug related ->cpus_allowed affinity handling fixes all
     around the tree
