That is because mtype_list runs "ip_set_timeout_expired" and does not list the expired entries, but set->elements is never upated (until mtype_gc cleans it up later). There are various text files in the Documentation/ subdirectory, several of them using the Restructured Text markup notation. See Documentation/00-INDEX for a list of what is contained in each file.
