Christoph Hellwig 8247ff0d50 block: move GENHD_FL_NATIVE_CAPACITY to disk->state

The flag to indicate an unlocked native capacity is dynamic state,
not a driver capability flag, so move it to disk->state.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
