Jakub Kicinski 833e0e2f24 net: dst: move cpu inside ifdef to avoid compilation warning
If CONFIG_DST_CACHE is not selected cpu variable
will be unused and we will see a compilation warning.
Move it under the ifdef.

Please notice that there are several guides for kernel developers and users.
These guides can be rendered in a number of formats, like HTML and PDF.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.
