Andy Shevchenko 836e1a9fd8 serial: 8250_dw: Replace ACPI device check by a quirk

Instead of checking for APMC0D08 ACPI device presence,
use a quirk based on driver data.

In order to build the documentation, use ``make htmldocs`` or

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
