Zhenzhong Duan 84ce045222 x86, boot: Remove multiple copy of static function sanitize_boot_params()

Kernel build warns:
 'sanitize_boot_params' defined but not used [-Wunused-function]

at below files:
  arch/x86/boot/compressed/cmdline.c
  arch/x86/boot/compressed/error.c
  arch/x86/boot/compressed/early_serial_console.c
  arch/x86/boot/compressed/acpi.c

That's becausethey each include misc.h which includes a definition of
sanitize_boot_params() via bootparam_utils.h.

Remove the inclusion from misc.h and have the c file including
bootparam_utils.h directly.

be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
See Documentation/00-INDEX for a list of what is contained in each file.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
