Sparse started warning on this function because we can potentially return an uninitialized value. The reason is that if the caller passes a min_bw value that is higher then the last value in bws[], we will not go into the loop and reg_rule will remain initialized. This cannot happen because the only caller of this function uses either 1 or 20 in min_bw, but the function will be more robust if we pre-initialize the value. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
