Ming Lei ac2d19b9ba ublk: fix UBLK_CMD_DEL_DEV_ASYNC handling

In ublk_ctrl_uring_cmd(), ioctl command NR should be used for
matching _IOC_NR(cmd_op).

Fix it by adding one private macro, and this way is clean.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
