Andreas Schwab b737d48db8 rtla: Fix double free

Avoid double free by making trace_instance_destroy indempotent.  When
trace_instance_init fails, it calls trace_instance_destroy, but its only
caller osnoise_destroy_tool calls it again.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
