Heiko Carstens bbe37e3e35 s390/configs: increase number of LOCKDEP_BITS ...

Set LOCKDEP_BITS to 16 and LOCKDEP_CHAINS_BITS to 17, since test
systems frequently run out of lockdep entries and lockdep chains.
