Radu Pirea (NXP OSS) c552c110d4 net: phy: nxp-c45-tja11xx: run cable test with the PHY in test mode
For TJA1120, the enable bit for cable test is not writable if the PHY is
not in test mode.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

several of them using the Restructured Text markup notation.
