Jiapeng Chong ccf365eac0 bpf: Remove useless else if
The assignment of the else and else if branches is the same, so the else
if here is redundant, so we remove it and add a comment to make the code
here readable.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

several of them using the Restructured Text markup notation.
