s390,alpha: make TMPFS_INODE64 available again
Both s390 and alpha have been switched to 64-bit ino_t with commit 96c0a6a72d18 ("s390,alpha: switch to 64-bit ino_t"). Therefore enable TMPFS_INODE64 for both architectures again.
