'__net_initdata' becomes a no-op with CONFIG_NET_NS=y, but when this option is disabled it becomes '__initdata', which means the data can be freed after the initialization phase. This annotation is obviously incorrect for the devlink net device notifier block which is still registered after the initialization phase [1]. Fix this crash by removing the '__net_initdata' annotation. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
