Subbaraya Sundeep d9be5b57ab octeontx2-af: Update get/set resource count functions

Since multiple blocks of same type are present in
98xx, modify functions which get resource count and
which update resource count to work with individual
block address instead of block type.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
