jianchunfu e76a9f6808 rtla/utils: Use calloc and check the potential memory allocation failure

Replace malloc with calloc and add memory allocating check
of mon_cpus before used.

several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
