liquidio: monitor all of Octeon's cores in watchdog thread
The liquidio_watchdog kernel thread is watching over only 12 cores of the Octeon CN23XX; it's neglecting the other 4 cores that are present in the CN2360. Fix it by defining LIO_MAX_CORES as 16.
