Ville Syrjälä f9954b18c4 drm/i915: Relocate intel_atomic_setup_scalers()

code in skl_scaler.c.

several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
