Jonathan Lebon	0c4aaf25de	docs: add section about package layering ... Add some notes in the manual about package layering. Would be nice to have `ostree admin unlock` also be part of the ostree manual for a better contrast of the two. Looking at the other snippets in the document, this makes me think we probably should also add wrappers in `/usr/bin/atomic` for the new commands.
