Colin Walters 88b8f1a655 unpacker: Don't error out layering fcaps-only binaries ... In f25 now, `kubernetes-master` is changed to be owned by `root:root` but still has file capabilities. Our "non-root owned" check was bombing out because we need to explicitly ignore "root" ownership.
