Refactor the DB migration system slightly (#32344) 
Introduce "idNumber" for each migration, and clarify the difference
between the migration ID number and database version.

Avoid cycle-redirecting user/login page (#28636) 
Fix #28231, and remove some unused code. The `db.HasEngine` doesn't seem
useful because the db engine is always initialized before web route.

Refactor system setting (#27000) 
This PR reduces the complexity of the system setting system.

It only needs one line to introduce a new option, and the option can be
used anywhere out-of-box.

It is still high-performant (and more performant) because the config
values are cached in the config system.

Support disabling database auto migration (#22053) 
Gitea will migrate the database model version automatically, but it
should be able to be disabled and keep Gitea shutdown if the version is
not matched.
