Make Mermaid.js limit configurable (#16519) 
* Make Mermaid.js limit configurable

Add `MERMAID_MAX_SOURCE_CHARACTERS` to `[markup]` settings
to make the maximum size of a mermaid render configurable.

Fix #16513
