util: Rename virBitmapDataToString to virBitmapDataFormat
It is literally only a wrapper around virBitmapNewData() and virBitmapFormat(), only the naming was wrong since it was introduced. And because we have virBitmap*String functions where the meaning of the 'String' is constant, this might confuse someone.
