syntax-check: enforce the no-cvs-keywords prohibition

* Makefile.maint (sc_prohibit_cvs_keyword): New rule.
Suggested by Daniel Veillard.
The new test exposed two uses of $Date$.
* docs/Goals: Don't use $Date$.
* python/TODO: Likewise.
