The commands only work for users who are members of the project and thus
can set flags themselves.
For non-members they are ignored, so there's isn't much value in having
it here.
Additionally in my recent upstream issue triage I've changed some of the
labels so they were not accurate anyways.

Modify the gitlab templates linking to it and remove the raw HTML.
Note that also the default template needs to be changed directly in
gitlab.

When reporting an issue in gitlab, the project can define a template for
various scenarios which are meant to guide the users to add the relevant
information the project needs to the reported issue.
Add a template for a bug report against libvirt. The template adds
sections which motivate users to add version information and also link
to documentation about fetching logs and such.
Note that markdown seems to be the only supported format for now.
