Right now we're unconditionally adding RPATH information to the
installed binaries and libraries, but that's not always desired.
autotools seem to be smart enough to only include that information
when targeting a non-standard prefix, so most distro packages
don't actually contain it; moreover, both Debian and Fedora have
wiki pages encouraging packagers to avoid setting RPATH:

Implement RPATH logic that Does The Right Thing™ in the most
common cases, while still offering users the ability to override
the default behavior if they have specific needs.

src/security/apparmor/meson.build builds this path dynamically
based on the value of sysconfdir, so we should do the same here
or the code and the filesystem might end up disagreeing.

This variable is used in src/security/meson.build to decide
whether to install the AppArmor profiles, and at the moment
even when the user specifies -Dapparmor_profiles=true they
don't get installed.

Commit <74416b1d4849ef77ef31de5344dd75f03094434b> added check for
rl_completion_quote_character to make sure we have correct readline
library. Commit <a9443bc9a9ef451b46306e66ed3b706756fc1414> added
inaccurate comment that it's a function.
We need to check for generic symbol instead of checking for function.
In addition the readline/readline.h file requires stdio.h to by included
beforehand which was done in autotools but I dropped it in meson.
And lastly the final condition to print error or disable readline was
broken as well by replacing the readline_dep every time if readline was
not explicitly enabled.

This changes the approach used with autotools where it was separate make
target. With meson it will be part of the `meson test` target but can be
disabled using --no-suite syntax-check or we can run only syntax-check
by using --suite syntax-check.

With meson we have to use both env vars and wrapper script to run python
with correct LANG settings.
run_command() and test() have 'env' attribute so we can use it, but
custom_target() doesn't support that attribute. Environment variables
cannot by configured using 'command' because meson checks if the first
item in the list is executable so we have to use a wrapper.
