Peter Krempa	37356e1dc8	gitlab: issue_template: Remove labelling commands ... The commands only work for users who are members of the project and thus can set flags themselves. For non-members they are ignored, so there's isn't much value in having it here. Additionally in my recent upstream issue triage I've changed some of the labels so they were not accurate anyways. Peter Krempa	59dbdedd23	gitlab: Add issue template for reporting a bug ... When reporting an issue in gitlab, the project can define a template for various scenarios which are meant to guide the users to add the relevant information the project needs to the reported issue. Add a template for a bug report against libvirt. The template adds sections which motivate users to add version information and also link to documentation about fetching logs and such.
