Replace lowercase @sbindir@ with @SBINDIR@ which contains
fully decoded path.
Same with @usrsbindir@ which is also used with clvmd and cmirrord.
Also handle SYSCONFDIR for EnvironmentFile.
Patch fixes generated unit files with strings like:
