Ondrej Kozina b91e1ea95e lvmpolld: introduce client functionality ...

as of now lvmpolld works as client utility for
querying running instance of lvmpolld server
on metadata, state, etc.

Currently the only request implemented is the '--dump'.
It prints out full lvmpolld state (mimics lvmdump -p command).
