David Teigland ecefcc9ca8 increase soft open file limit ...

When there are more devices than the current soft
open file limit (default 1024), raise the soft limit
to the hard/max limit (default 4096).

Do this prior to scanning in case enough of the
devices are PVs that need to be kept open.
