bbce1ab1ab feature #2862: make sunstone-server script start novnc by default 
Add commands start-sunstone, stop-sunstone, restart-sunstone to bypass novnc start,
stop and restart. The init scripts for CentOS, Debian and Ubuntu are changed so
they use these new commands.

ff68202500 Restart each interface in ubuntu context 
Ubuntu does not support restarting network and it needs to
restart each of the interfaces. In debian restarting the network
works and will continue to use the same method.

lsb_release command is not used as it is not installed by default
in debian.

9f51f72115 feature #2245: make xmlrpc-c-config the first option in scons 
Try first using xmlrpc-c-config to compile and link options
instead of pkg-config. Needed for statically link new versions
of xmlrpc-c when other is installed systemwide.

a1adef11a5 bug #2269: get IPV6 and IP6 in context packages 
The core in 4.2 sets the IPv6 in context as IP6 instead of
IPV6 as done in OpenNebula 4.0. This change makes the context
packages compatible with both variables.

97eae56e60 bug #2128: datastore file scripts are not executed in context 
init scripts execution is moved to an external one-context.d script.
Now there is a new context variable (INIT_SCRIPTS) with the list of
files to execute from context.

If network is already up, it won't use the new configured interfaces file. Only with stop and start this is working (On Debian, restart is deprecated).
