ostbuild: Move to gnome-ostree module
Since we want to keep "ostree" buildsystem-independent, let's move ostbuild out into the gnome-ostree module. http://git.gnome.org/browse/gnome-ostree/commit/?id=04ba1926e33b442af1e357460e4415d4c0311e87
